I have had no luck with the URL posted for this publication. The USEPA website also links to a URL similar to that listed in the “Other” section, but this link also appears to be broken.

Hi Oran, I’m sorry the link you used didn’t work for you. I just now went to http://nepis.epa.gov/Adobe/PDF/30000Q10.PDF and it worked for me. The 16 MB file did take a long time to load though.
