Abstract
In January 2006, 19 federal agencies signed a Memorandum of Understanding for Federal Leadership in High Performance and Sustainable Buildings committing to “federal leadership in the design, construction, and operation of High-Performance Sustainable Buildings. Termed the “Guiding Principles,” it charged agencies with implementing building design and operation strategies that provide optimal performance and maximize life-cycle asset value. In December 2008, the Interagency Sustainability Working Group developed High Performance and Sustainable Buildings Guidance to assist agencies in meeting the high-performance and sustainable buildings goals of Executive Order 13423.

Abstract
Environmental justice is one of several priorities for EPA’s Pacific Southwest Region and supports the
Administrator’s theme of making a visible difference in communities. In 2014, the Region transitioned from a
core EJ team to a model where each Division is responsible for integrating EJ into its work through
participation in a regional EJ Network. The network develops and follows through on shared commitments in
places and projects. The plan is informed by opportunities to implement tools and approaches resulting from
EPA’s Plan EJ 2014, such as our permitting and enforcement initiatives and the use of EPA’s nationally
consistent screening tool for EJ, EJSCREEN.

Abstract
Register of Copyrights Maria A. Pallante has released the official version of the Compendium of U.S. Copyright Office Practices, Third Edition (the “Third Edition”). The Third Edition is effective as of December 22, 2014, and is the governing administrative manual for registrations and recordations issued by the Office on or after that date.

The Compendium serves as a technical manual for the Office’s staff, as well as a guidebook for authors, copyright licensees, practitioners, scholars, the courts, and members of the general public. More than three times the size of the previous edition, the Third Edition represents a comprehensive overhaul and makes the Office’s practices and standards more accessible and transparent to the public.

Abstract
This letter notifies the United States Department ofEnergy (DOE) of penalties for
violations ofthe LLNL Livermore Site FFA, signed in 1988 by DOE, the United States
Environmental Protection Agency (EPA), the California Department ofHealth Services,
Toxic Substances Control Division, and the California Regional Water Quality Control
Board, San Francisco Bay Region. In accordance with Section XXXIII ofthe FFA, the
EPA hereby assesses a stipulated penalty against DOE for DOE’s failure to comply with
provisions ofthe FFA relating to the final remedial action selected in the Site Record of
Decision (ROD), dated July 15, 1992.

Former McClellan AFB Cleanup Success: 2011 Privatized Cleanup Update

Abstract
This fact sheet is intended to inform the community about the progress of environmental cleanup at areas of the
former McClellan Air Force Base (AFB) that are undergoing “privatized” cleanup. At McClellan AFB, “privatization”
involves the Department of Defense providing funds to another party to conduct environmental cleanup.
Along with the transfer of cleanup responsibilities, DOD transfers ownership of the property. McClellan Business Park
(MBP), the developer and new owner of several areas of property at McClellan AFB, is responsible for conducting the
environmental cleanup under the oversight of the United States Environmental Protection Agency (EPA), the California
Department of Toxic Substances Control and the Central Valley Regional Water Quality Control Board.
